Yes if it's on giveaway list. Games removed cannot be given away.

Yes.

A game in your inventory (but not Library) can be given away so long as it is market 'giftable' (select it and check on the right).

That said, I glanced at your inventory (at least the one on the profile tied to here) and did not see a game within it. If you think there's already one there, double-check that it actually is.

Games in your inventory can't be installed or played, but you can gift them. You can also trade them within Steam. If you have a giftable copy of a game in your inventory, you can gift it to a Friend on Steam or to an e-mail address.

Since it can be gifted to an e-mail address, I've never had a problem with giving away games from my inventory. Again, though, I don't see any games in your inventory currently.

By default gift inventories are private.

Interesting. I hadn't known that.

It may have changed since I last looked at my privacy settings, or I may have just completely missed it.

In order to trade any games you have to change it from private to public.

I am pretty sure you don't, you just won't be able to receive trade offers if they can't see the gifts.

There is a little check box for hiding gifts oblivious to other settings that is checked on new accounts. It has been there at least a few years.
