No. You put maximum entries to 0.
I think you can remove the rules that you are not using, like the max_level==10 one.
Not sure if intentional, but you set it so only people with 0 wins can enter (Maximum Real CV (Won): 0)

Try removing all of the "maximum rules" since the limits are really low. I don't think those are necessary.

That broke it. Sorry I thought you were using custom rules, you have to make them blank not put 0s.
It just shows 0s in the maximums now, so either leave them blank or you can try putting higher maximums if that's easier than figuring out the custom rule system.

The filter is pretty amusingly broken at the moment. :P
That said, you're gonna get all sorts of invalid entries with you swapping the rules around like this (especially if you posted it without a filter to begin with).
Take the time to figure out the SGT rules the way you want them, and then maybe remake the giveaway and put the new one behind the filter.
(If you wanna note what you're aiming for, we can probably help you out on configuring the filter.)
