this person entered a raffle for a DLC which he doesnt even have the game for. I know it goes by the person who is doing the giveaway he can give to anyone he wants, but is there a rule for people entering giveaways and not even have the game to begin with?

Hes got bans on record, Doesnt even have Company of heroes, played 3.3 hrs in the past 2 weeks...

In theory they shouldn't be allowed to enter giveaways for DLC unless they have the base game.

That's as long as their SG account is synced with the Steam account right? Does every member have to sync their account or can they still work around that by having a private profile?

If they're set to private after a week of not syncing, they're forced to go to the /sync page and sync.

which one would that be? because wikipedia says:
"A standalone expansion, Opposing Fronts, was released on September 25, 2007. A second standalone expansion, Tales of Valor was released in April 2009."

I am. Neither Tales of Valor nor Opposing Fronts require Company of Heroes to be played as they are stand alone expansions. They all use the same interface and adding another game key unlocks more content on the account.

opposing fronts does not need the original game to run, you are only able to play the new expansion campaigns and factions.

I believe you get access to all of the original multiplayer maps as well.

So in short, its standalone, but some mods required the original game as well.

The Game your Mentioning, CoH : Opposing Fronts, isn't DLC.

DLC on Steam has a large , purple 'DLC' sticker on the logo in one of the upper left, like this one here: http://cdn.steampowered.com/v/gfx/apps/42180/header_292x136.jpg?t=1317675239

While this is not always the case, there will be, instead, a BIG PURPLE WARNING on the site if the game requires another http://store.steampowered.com/app/49473/ such as that.

Your Game has neither. It's Safe and Standalone.

not all DLC have that "DLC" ribbon. did you know that every single game in the sega genesis/megadrive collection (plus the 5 sonic G/MD games) are considered DLC after purchase? none of them has a DLC ribbon
