Try to contact the winner. Take screenshots of you trying to contact the winner. If the winner refuses to respond, ask for a re-roll on the grounds that the winner was unreachable. Include the screenshot in your ticket.

If the winner does respond, ask him if he agrees to a re-roll if the region-lock prevents him from redeeming the game. Take a screenshot of that chat log. If he can't redeem the game, ask for a re-roll and include the screenshot in your ticket.
