Is lack of courtesy on receipt of gift blacklist worthy?
Honestly, it depends. It depends on the person who won and/or the game being given away.
If I'm giving away a new (or new ish) game and the winner doesn't thank me it's definitely not going to feel great. I may not blacklist someone over that, but I'll definitely tag that person with ESGST for future reference. If the pattern of behavior is obvious (either through tagging or otherwise) I may blacklist at that point. Sometimes it's a language gap though so I try my best not to judge on that.
The only time I'll definitely blacklist is if it's an open giveaway and the person seems to have used a bot script (as in leaving the same "Thank you!!~ XD" type comments on EVERY giveaway more or less). OR if it's a group giveaway and the person is not following the rules of the group; whether that be one giveaway a month minimum, a certain ration, or whatever other rule.
Extremely rare that I will ever blacklist someone for personal reasons or communication reasons alone though.
In fact, if someone IS courteous I may even look past other more "rude" behaviors (by SG standards). Most of the time I get blacklisted it's by someone I have blacklisted already (as if it does anything lol) as far as I am aware. Though I'm sure I have said something now and then that has gotten me blacklisted. There's one other instance I know that gets me blacklisted when the situation comes up: "By entering you agree to delete this giveaway" messages on the descriptions of giveaways. I'll often leave a message linking to a moderator thread that says it's not an SG rule that will be enforced. Usually the people putting that message either don't know any better and are just imitating others. But sometimes people use it maliciously or lazily and get mad for me calling it out and blacklist me.

You're the first person that BL me that I have actually been made aware of. Don't worry, I won't BL you back, but what BL someone back does is not let that person change their mind and you remain BL to each other.
I don't recall interacting with you in any way, so no idea why or when you BL me. Do you know why?

I had a lengthy reply typed up, but I'm going to keep it simple to avoid causing any argument or drawing the ire of someone.
The one thing I (intentionally) left out of my original comment was quality. When I see someone unwilling to give away decent games (not expensive, as there are plenty of titles that go on sale for VERY cheap but are VERY good) then it appears to be someone trying to abuse the SG system.

I wasn't attempting to start an argument. I was just curious. There are two times I get a lot of BL, when I give away games people don't like and they choose to BL the person, rather than the games, or in your case out of a sense of elitism. The other is when I make a comment some people dislike.
My only reasons to BL someone is that they don't activate wins. One hasn't activated a win in over a year, and has multiple messages on previous GAs, and their Steam account, are always online, and continue to autojoin new GAs. The other being lack of communication when marking something as not received.
I don't spend money on my own games, so I'm hardly going to spend money to give them away. If abusing the system to level was my goal, there are currently multiple 30c keys available giving $30 CV, which a number of people with higher levels than you or I are doing.

If you want to call it elitism, then that's on you.
I prefer to give good quality games to those who also give good games. Hell, it doesn't even have to be a lot of them. Just every now and then. Like I said, there are plenty of games very cheap (and sometimes even FREE) that are of good quality.
I don't see it as fair for someone that is unwilling to put in even basic effort to TRY to come close to the quality of games they win. It's steam gifts, not steam charity. Giving someone a really nice gift and then only getting some $1 trinket that doesn't work as advertised is a bad feeling. I don't fault someone for not being financially able to buy AAA games or something. But if there is little to no effort to give away decent quality games? Well, it's the thought that counts. And if there's no thought for others, then I don't want to give them gifts.
Simply put: Trash in, trash out.

Quality is subjective, but I own everything I have given away, with the exception of DLC where I don't have the required game. I assume the people that enter my GAs also want them. I wouldn't bother dumping trash in exchange for BL. If you know of any free games that would fit your standard of quality, let me know, I'd be happy to give away any extra copies.
While the site is called SteamGifts, it's more like SteamRaffles or SteamGiveaways. Gifts is shorter, but a little less accurate. I have actually received a gift from someone here though, in a thread asking about which games we had entered most, someone gave me a key. People also give away keys in various other threads.
Giveaways here give CV, and to elitists, entry into groups where, to those who have, more is given, while those who have not, more (CV) is (retroactively) taken away.

I don't know if I'd consider it BL worthy, because people often have life issues and forget. You never know when someone could be wrapped up in personal issues. With that said, I feel terrible at the thought of not at least saying a quick thanks for my win. I'd even like to start updating the gifter with my thoughts of the game, once I've played it. I just did that with Arcade Spirits.
However, I'd be a bit more irate if the giveaway happened to have cost me a lot of money.

Depends on what you consider courtesy. I don't think I would expect a "Thank you" after sending the gift. I certainly won't blacklist them as I have not blacklisted anyone. Not worth the hassle in most cases.
Though, what I would consider courtesy is people playing the games they have won (or actually just entering games they are interested in and being able to play in the foreseeable future). Because sometimes people actually make giveaways for games they like or are special to them. Or people enter because they are genuinely interested in, just for the game to rot away in a 1000+ games Steam library. That is disheartening. Though, I don't check up on that. Too much effort needed. And to disappointing.

okay, it's been a great discussion but it's time to close the thread.
To my surprise there is not a landslide in the yes side of the poll, there is a relative consistency among the comments that explains this. I thank you for all responses despite not responding to each.
As mentioned in my original comment I'm not by nature a go-to BL'r hence my BL = 0. I didn't want this feeling of annoyance to turn into a resentment or become jaded in anyway. I've seen a number of perspectives in this thread and feel i've been able to balance my opinion in this matter. As far as blacklisting, I will assess on a case by case basis armed with the varying perspectives provided here.
I do still feel an acknowledgement is a universal courtesy. I don't feel the location or cultural justifications excuse the lack of courtesy. I've been to a number of countries and how acknowledgement is expressed may differ, but it exists consistently and without question. (that doesn't mean there aren't asshats in the world, there certainly are.)
In regards to the comparison of acknowledging vs playing. I really do understand the comparison however it's not reasonable to define how someone spends their personal time. Maybe I say that because I've certainly won more than I've played on this site - despite the fact I'd love to play them all, I never know when I'll get to play them especially as my backlog grows. However, I do balance that with ensuring I give more than I take. At my current ratio; alternatively if I was not to do any giveaways I could've just put 4 games directly into my library instead of entering and winning 1. I do however enjoy both the giving and receiving which is why I'm here.

Since I've joined, I haven't added anyone to my blacklist... we all come from different walks, speak differently, interpret things differently and ultimately in a text based environment probably add the wrong emotional intent to what we see more than we'd care to admit.
However, there is one thing I believe is universal and that's courtesy. If you receive something, acknowledge it.
of my total gifts, only 0.8% have not said anything on receipt. It's a teeny number, that occupies to much of my brain, why does it bother me?
