request a new winner, but remember to describe whole situation carefully so support could make a right decision. If a game is not claimed (link still works) and the winner doesn't want to talk - i'd concider this as a rejection of a gift.
however be ready to face a situation when the current winner redeem it after all.

So I did 3 giveaways over a week ago, which I sent off to all 3 winners (humble bundle gift links via email).
Two have been marked as received, however the 3rd the winner has marked as not received. So today I tried to add that winner on Steam to send them the link to resolve it, however they have rejected the request.
I have checked the gift link and can see they have not claimed it, what is the best course of action here? should I request a new winner since I have made reasonable effort to get this winner their gift?
