What does it mean when users' name is greyed out in a group's member list?

I can't see a difference in activity between the greyed out / non-greyed out members.

I never noticed that before. I just did some investigating and it looks like all grayed out users have not been on steamgifts for at least 1 month.

Edit: After clicking through a bunch of them, I didn't realize there were so many permanently suspended users.

Last online time.
The greyed out members have a last online time at least a month ago.
