Just FYI, I live in a ROW country and I can send steam gifts to anyone. (I get US prices in dollars)
I'm pretty sure Steam's new policy is meant to keep the cheaper region games (Russia, South East Asia, etc.) from being sent out, not in. (No logic in preventing someone for overpaying for a game)
Steam's gift faq page says any limitations appear before checkout, and in your inventory (page has image examples).

Hi all,
