Here is the Steam store page: http://store.steampowered.com/app/204732/
As you can see, Dr. Cerebro is NOT available on its own.

Other way around. It's against the rules to misrepresent and/or choose an alternate game for a giveaway. If one were to click on the Cererbro Pack link on Steam, one would see it's only available with the base game and soundtrack.

Yes it is. Click on a Dr Cerebro giveaway and then on the store link. Steamgifts thinks that what is being given away is the collection. Until cg gets around to fixing that, all IR code giveaways are misrepresentations.
I wouldn't worry too much about it though. Once cg fixes the problem, the giveaways will retroactively be converted to the correct point value (whatever it is).

What's the rush to create the giveaway and not wait for support to fix the problem?

You don't check what you're giving away ahead of time? A look at the steam store page should have raised a red flag, and then you could have posted in the forum or created a support ticket to find out what was up with it before creating a giveaway.
By rushing to create a giveaway while it's incorrectly priced, it makes it seem like you're trying to take advantage of that extra credit. I'm not saying you ARE doing that, but others may try to do that, which is why I made this post and contacted support about the issue, so they can take care of it and everyone else can hold off on their giveaways until it's fixed.

People are giving away these codes which they know are from a bundle and as such will serve as bundle keys towards their contributor value.
Why should they have to wait when the points values will be fixed anyway when the site fixes the error and their contributor values will be corrected automatically?
What you did is make a ridiculous claim that the DLC is not the DLC its supposed to be and is therefore misleading to the entrants. (which couldn't be any further from the truth.)
Re-read your topic and look at how it could not be any more of an incorrect statement and how its a totally unacceptably wild claim to make!
You could have put "IndieRoyale Krater DLC is mispriced and needs to be corrected." and that would have been fine.

I clearly stated that I do not feel you are doing that at all, but that doesn't mean others won't.

SteamGifts like all the other people making this claim is just reading the page wrongly.
It does not link to the Collection it links to the correct DLC page.
It just so happens this DLC is only available with the collection from the steam store.

I don't get it... It seems that Indie Royal gives you a key to unlock the DLC Dr Cerebro, right? So you can gift it, right?
Just put Dr Cerebro DLC in the SG bundle game list...

Just fill support ticket asking for lowering amount of points/contrib for "Dr Cerebro Pack" and adding it to bundle list. Since it is the dlc included in IR there is no need to delete the giveaways (they are not fake), it just needs fixing.

I submitted a support ticket about it, as well as explaining why it should be lowered to $2, not $20.

This thread makes no sense. The key is for the DR Cerebro pack which only includes DR Cerebro (not the soundtrack).
The DR Cerebro pack is unavailable to purchase on its own and is bundled with the Collectors edition when purchased from steam.
Steam have not mislabelled the collectors edition at all and the giveaways are correct it is you who is confusing the DR Cerebro pack with the Collectors edition.

$2 according to the dev's store: http://store.fatshark.se/games/krater-collector-s-edition-steam-key-1.html

Incorrect, as you still get a percentage based on your "legit" games. But even so, you're also asking people to spend more than they should have to.
I already own the CE, so I'm not saying all this because I'm looking to spend less to enter, I'm simply trying to fix what is clearly broken.

Ahh ok the giveaways are filtered for me so I can't see the value.
His claim is still invalid and that is not the point he was trying to make based on his claim above at all :P
SteamGifts just need to add the DLC to the bundle list and reduce the point value.

And until the value is reduced, my claim is perfectly valid.

No it isn't at all.
Your claim is that the DLC isn't the same DLC pack as on steam and that Steam have incorrectly named the collectors edition.
If you had just stated that the value was incorrect on SteamGifts as the only price shown on the Steam page is actually for the collectors edition it would be a perfectly sound claim. but you sir did not ! :P
By definition of your claim above Dungeon Seige and Dungeon Seige 2 are invalid steam gifts as they are unavailable to buy individually on Steam without buying the Dungeon Seige pack and are therefore an error on Steam and not SteamGifts.

Report all giveaways for Krater Dr. Cerebro Pack. The DLC included in Indie Royale is ONLY the Dr. Cerebro character, which is NOT available separately on Steam. What comes up as the Dr. Cerebro Pack on Steam is actually a mislabeled Collector's Edition, which includes the Soundtrack.
tl'dr: The only Krater-related giveaways you can make from the IR bundle is vanilla Krater.
