So I know calling out members in the site is not allowed, I was wondering if linking SG profiles and calling them out on public spaces or profiles is allowed?

What do you mean public spaces? Generally calling out is considered bad since people could do it to just ruin someone's reputation. If someone has broken rules you simply report them and that's that.

The thing is I don't know if it falls under the scope of the site rules. I am asking because I saw they were linking SG profiles. If it weren't for that I wouldn't have asked here.

Your problem is:
"X scammed me"

If you post here "ZOMG X scammed me", you won't solve your problem.
If you report X on steamtrades\steamrep\reddit, people who search info about X will probably think twice before trade with him.

Not to that extent. More like "Hey this guy is a rule breaker on SG. Here's his profile"
