Dude but game is considered free when there is some high portition giveaway (with few thousands keys), but there are some guys who didn't know about that or just dont use every site or givers ran out of keys :P +CG promised this year to look into this "free" game give aways

Well, you could set rules to get the key. Like only your whitelist or only people with a certain level.
Also it's a shame that some really interesting games can't be given away here just because there was a 10K key GA like a year ago with the majority of the keys going to bots and people with multiple accounts.
Just make a sub where you can give away free games without getting any CV.

No good reason IMHO. The fact that a game was free doesn't mean everyone had a chance to grab it, or that it has no value. If you don't want to skew the level system, don't give cv for it, or even better - grant 1% cv for it and require at least one non-free game to level up to 1.
Now you'll hear all the naysayers talking about server load, support load and other loads.

if a game is truly free, there wouldn't be keys for it. 0 CV for games that were given away as a promotion seems like the obvious solution, and they could even be on a separate category if SteamGifts is worried about the front page being filled with even crappier giveaways than usual

Overall, I would actually like to see the 'promo' free games able to be given. If you miss the main giveaway, it'd be nice to pick it up elsewhere. 0 CV is the best option for these, I think.

If you search through the discussion list for the text
some old miscellaneous thread
(see my emphasis above), you should find an older post by me with that exact title. The body of that thread isbut internally, it looks like this:
There's a link added to the text with no link text specified. In other words, if you look at the page source, you should see a block with this HTML:
From there, that link takes you to SGTools, then directly to the train.
