There is no need to make sure we have base game. SG takes care of that. What we should make sure is that we don't own dlc already since SG can't get this information from steam.
For some DLC SG fails to check the base game properly. Not sure what causes it, but I've had the problem before where I had to reroll the winner a bunch of times because no one owned the base game.

I believe those game's are also missing base game on steam store page. That is not the case here.
