I got the key from a Fanatical bundle. I listed it for what the key implied what it is for.

TLDR: It seems the might be for the English only, all DLC deluxe edition? When I view the store for the second link, it gives me the option for both the GOTY edition and the Deluxe edition. Since for some reason the game itself have 2 different app ids, you can probably still enter because you might own the other app id. ID 1679 is for the GOTY Edition and the key I received states its for the GOTY Edition Deluxe. Apparently the steam pages were never fixed by Bethesda.

EDIT EDIT: I see what you mean by the steam ID's for some reason the base GOTY and GOTY deluxe are accessible through the steamapp id 900883 but to access the steamapp id 1679 you need to view the package info at the bottom of the page. Would the best course of action be to delete the giveaway and relist at a later date?
I dont know, i Won and never got what its linked to, i have an older version i bought from there in 2022 and i was just gonna activate it cos i own it and see what it says. I think i may need to gift it as https://store.steampowered.com/sub/1679

Only thing i can think off is the Main game for this has it built in now but you can buy seperate \o/
