I have that from time to time. But in fact the key then activates. Check game in the licenses: https://store.steampowered.com/account/licenses/
Nah ,it was actually a server problem though you are correct ,most of the time it does activate if you check your account licences.. Tried it today and it activated ok . Anyway , thanks very much .
