gotta love steam tags, sometimes they're right, other times they are just utterly confusing.

While Steam tags are an iffy system at best, that's definitely correct for this title, and even intentionally so:

"Wintermoor Tactics Club is a story about surviving high school, with gameplay inspired by tactics RPGs and visual novels."

Just looking at any of the screenshots within the game description, or any of the featured screenshots outside of the first two, makes it clear that the gameplay is mostly visual novel based (and not just by the parallel that is the western "interactive novel" genre, but with the game being in actual Japanese VN style).

Basically, the game is a VN that jumps into tactical RPG combat every so often (a combination that's actually quite common among actual Japanese VNs). Thereby, if you don't like VNs (for reasons other than artistic preferences), you probably won't actually like this game.

Steam's tags are user-defined, not tagged by the creators so sometimes people put up tags as a joke or wrongly.
