Once the winner is chosen by the system, You can go click on their avatar to see their Steamgifts profile. On the profile page, just under their avatar picture, You can find a button with the steam logo on it (which says "Visit Steam profile", just like on the screenshot below). Click on it and it will lead You to the Steam profile of the given user. Once there, You can check their game library to see if they already own this DLC or not.
Look out, I have the DLC but still can enter! You should check the winner's library, just to be sure!
