It should be, yes. I think people are rather asking if you would be OK with people owning the base game entering the giveaway.

Hi. When it comes to these types of giveaways the giveaway creator can request a reroll if the winner owns the base game or the majority of what the package offers. So people sometimes ask before they enter to make sure you won't reroll to a new winner because they own the base game or majority of the package.

I also want to mention that due to the Steam API DLCs aren't recognised by SG, so even if someone owned the whole package they could still enter the giveaway. When it comes it comes to these types of giveaway you would want to check the winners library to see if they own it. Sometimes DLC is only able to be seen by adding them as a friend. I'm not sure if that's the case with this one or not though.

I have the base game, but I don't have any DLC. So like others I would like to know if you would be okay with me and others entering the giveaway?
