No, SteamGifts cannot currently detect DLC ownership. So, if anybody is giving away a DLC or a bundle which contains a DLC (but I believe it may apply to all bundles - even those consisting only of full versions), anyone that has the base game might enter.

Well I think it's because episode 2-5 are marked as DLCs and Steamgifts can't detect if you own them.
And since you're technically giving away a steam bundle everyone who owns it can enter because they don't "own the entire bundle".
