Well, game doesn't need to be installed, but you can request a re-roll if in the case the owner already owns everything in this bundle. I assume maybe you mean activated on their account?
I don't need them to install it, just have to add it to their library. I used the wrong words. No one needs to be taking steam gifts and trading them or such.
