There are several more in RU+CIS, I have never seen keys limited to just 4 countries for this region.
Usually, such keys have such regions:
Russian Federation, Belarus, Ukraine, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Tajikistan, Turkmenistan, Uzbekistan
This is the standard for RU+CIS keys. I have never seen this reduced (except if the game is not sold in some region, for example, Mortal Kombat 11 cannot be activated in Ukraine. But this is very rare).
