And the answer I got from the SG support:
"You're right. Games tagged with "Steam is learning about this game" are not reported as owned by the Steam API so the game will always appear to be missing from your account when trying to join a DLC giveaway for that game. Since it depends on the Steam API, this is not something we can fix on our side.
At the moment, the only solution is to wait until Valve removes that tag from the game. Until then, no one will be able to enter the DLC giveaways.
