This applies only to games that have not yet been released and have no price, and some games that were once banned (for example, the game ".atorb." does not have an entry cost in giveaways).

With banned games, it's a little more difficult, but as a rule, they have the cost of entering the giveaway.
The level of contribution depends on whether the game was in bundles, or was distributed somewhere for free. But it is clear that if the giveaway has an entry cost equal to "0", then it will not increase the contribution.
The game from this giveaways is in the list of games that were in bundles. Accordingly, I received 15% of the cost.

There are keys in the "gray" (?) stores. These are mainly sites from Russia and the CIS. There are a lot of keys, as well as unscrupulous sellers. There is a big chance to get a used key, or the wrong version of the game at all. And sometimes nothing at all, because the seller takes the money and goes into the sunset.
P.S. In the RU segment, keys are almost always cheaper, and both in official stores and in "gray" ones (and sometimes they are even cheaper). The only drawback is that such keys usually have regional restrictions on activation (in addition to the problems I mentioned above).
And you can also find cheap CD/DVD versions of games, but now they and are rare. A couple of years ago, it was possible to buy "Football Manager" 2016/2017 and "Pro Evolution Soccer 2015" for only 99 rubles (about $1.5 at the exchange rate at that time).
