Steam doesn't report ownership of DLC content properly, so SG can't automatically confirm ownership of such. As such, you can always enter for any DLC, as well as for any package which includes at least one DLC, excepting those you've won on SG and marked as Received.

As SomeFire indicated, it's useful to manually hide DLCs on SG as soon as you get them on your account. If no giveaways are currently active for that DLC, you can search the Archive to try and find one, and then just click the eye icon in the top-center of the giveaway page to hide it.
