You'll need the winner to have their Games Library set to Public and then you can check which Resident Evil Village parts they own.
Obviously communication will be easier if they accept your Friend request on Steam first.

That's what I thought too. Steam specifically said the key didn't work in my region, so it is valid.

And maybe setting a min. level requirement would limit the amount of autojoiner (bot) accounts that could enter the GA.
