i have this, but can still enter.
make sure you check the winner doesn't have the DLCs.
i think the only way is to friend the winner and then goto the steam store and look at the friends that own the DLCs.

Yeah, it happened to me once or twice I could enter giveaway I shouldn't be able to. Thanks for advice, already checked it. Winner doesn't have any Tomb Raider games, hope he or she will like it :)
