https://steamdb.info/app/1062520/ if you see "current price" in some currency that means it is sold in that country. Also probably there is a better way to check exact countries but I'm unaware of

Oh ok. So if a game is unredeemable in Russia, will the line for rubles show blank or N/A or something like that to indicate it cannot be purchased/redeemed? If you have an example that might help me look in the future.

it's not quite true about N/A in prices on steamdb.
Actually this is only means that there's no store page in Russia. The key can be redeemable. And many keys are redeemable.
Effective country restrictions for the key are shown in "information" tab for the package (aka subscription) with the globe icon (subscription which can be bought in the store): https://steamdb.info/sub/8533/info/

I wish I had know about this before creating my Uncharted: Legacy of Thieves Collection train giveaway, as it's showing N/A for Russia. I just figured I could gift the game anywhere directly from Steam, which in hindsight was foolish of me. Hopefully if the winner is from Russia they will be cool and let me re-roll, but I imagine it would be quite upsetting to give up such a win.

There's also an option to buy a key. Usually keys are less restricted than gifts. For example I was able to activate dozens of games that show N/A for rub currency

I'll definitely keep that in mind, thanks. Looks like Sony are being pretty hardcore about all this though, as there's lots of region restrictions with Uncharted: Legacy of Thieves on both Fanatical and Green Man Gaming. It's probably safe to assume that it will be the same thing with Humble Bundle, and IndieGala is the worst as it will only activate in my region. Grey market is a thing to consider, though I'd rather it not come to that.
Hopefully it will all work out no matter who wins.
