To be fair, if this was actually region locked and the winner wasn't able to activate it, they would have every reason to complain. So it's only fair that anyone participating can be concerned. Not that they should because Steam's regional restrictions aren't tight and this game is available in most regions. They're definitely not Nintendo with region lock, that's for sure...

Wait wait .... sorry after re-reading my post I don't think I made my point like I wanted to .... I think this is a case of the mind says it one way but the fingers type something else.
As far as I'm aware, Steam's region lock restrictions aren't that tight. I received gifts for games unavailable in my region before and was able to activate them without any problems (e.g. The Secret World long before it went F2P, Bully before it was made available in Brazil once again). Usually, there are regional restrictions when gifting (very little from most European countries, plenty from South America that I know of) but little to none when activating keys. And since this is supposed to be a key activation, it should be fine.
On the case of Humble Bundle, all anyone needs to do to avoid the site's own regional issues (if there are any, cuz I never had problems with it and I interact with people from around the world) is, reveal the key and copy it into the giveaway form. It's still usable as long as no one activates it before a winner is picked and then they activate it.
If it is Region locked you REALLY should have selected the Regions when you posted this giveaway (you CAN do that you know?)
