Steam doesn't mention any restrictions. I've sent quite a few gift cards using the Steam feature in the past, and I haven't encountered any issue with different countries. But, I did read a post online about a user having an issue a few years ago, so I thought it was worth noting in the description that I'll work with the winner if anything comes up.

Receiving is mostly restricted in Store Regions that have a high amount of Abusers like Argentina.

Yup, we Argentinians got royally screwed by region hoppers using VPNs to abuse our regional store prices back when they had become the cheapest in the world due to our rampant inflation. Now we're stuck paying in USD once again with a pile of region restrictions and I highly doubt Valve will ever consider undoing the changes.
