Oh nice, I've been using a free one with way less features and it lags on launch and every time I open the settings... this would make things interesting.

If its through the Steam store you can add the winner and gift directly, if its a store like Humble Bundle you can create a gift link and send to the email of the winner or just paste the key.

It depends on where you buy it. If you can find a retail version (does one even exists?), then you can send key here. Otherwise, you would need to add winner as friend and send gift to them.
If you have to buy gift via Steam, you might have trouble sending gift to winner from countries whose price for the software is more than 10% expensive compared to price in your store.
