It is actually possible yes, if you add someone as friends you can look at the game's page to see if they have it.
Also when buying as gift choosing the option to send directly through steam shows a warning for everyone who has the game(s) which you can use to check and then promptly remove items from the cart.
I have heard of some DLCs not doing either properly but never from anyone who backed it up and didn't happen to me.
Be careful eami, even people with this DLC can enter.
