I don't think support will grant a reroll in that case, the only thing you can do is blacklist the winner after he/she has received the game.

If the winner is not suspended for the particular crime, he/she will be suspended and re-roll request will be approved thanks to supports..

I have asked 8 times for a re-roll in past 1 month, 7 of them is approved and winner got suspended..
