You shoud submit tickets in the "Request Received Feedback" category for this and Black Swan if the winners viewed the keys but did not leave any feedback

Then you should request a new winner instead (there is a request new winner button on the giveaway winner page) and include a screenshot similar to the one I asked for the feedback ticket (if you have a pending friend request on Steam or you sent a mail, you could include that too)
