Assuming this is from fanatical its going to be locked to T1 countries steamDB

When I clicked through on the Fanatical page, the vendor was reporting the key could be activated in CIS countries, as I specifically checked for that. I see steamDB is reporting something different. I'll keep an eye out for that. Thanks for the info.

If it's a mystery key or a store purchase, it could be good, as it seems like there is an unrestricted sub too (long without updates on SteamDB). Bundle keys are indeed Tier 1 though.
