Expansion Pass contains two new sandbox locations, four new short missions, two sniper mode missions, and cosmetics.
I'd say the question is more one of "is the limited amount of extra content worth losing a copy of the base game over" more than a factor of the relative cost [ie, since the expansion pack is generally considered to be rather overpriced for its content], but that's of course down to the GA creator's considerations on it.

The Standard Edition is the base game, and is most typically referenced simply as "Hitman 2", without the "Standard Edition" label [example]. The free chapter of Hawke's Bay is referred to by the developer as the "Starter Pack", and is properly categorized as a demo.
A similar example of this release method would be Life is Strange: Before the Storm, which also released its base game episodically, while also having a DLC add-on available that isn't considered part of the base game. Also similar to HITMAN 2, the first Life is Strange game also [eventually] used the method of having a free demo episode.

I've already looked at the store page for you, I'm not sure what benefit it'd be for me to look at it again. Perhaps you could consider looking at it, next. Also, referencing Steam as a decisive source wouldn't be appropriate to begin with.
