Could you explain about the "published games and less than 2,000 games" parts? Is there a difference if the winner hasn't published any games before or has 2,000 games or more?

I just wants to make sure that the key goes to the person who doesn't have this game and he deserves the prize. Ultimately(!), the winner will have to accept my friend request. After verification, of course, if he wants, he will remove me from his friends list.

But what you can do is either use a group, or your whitelist, or an invite-only giveaway that you put behind an SGTools check. No, what I do are not custom rules. Simply put, the winner of the giveaway should activate the won game on their Steam account (linked to SteamGifts) and if they already have it, they should not register. And as the author of the giveaway, I simply check whether the potential winner deserves the prize.
So I simply act according to the rules of the Border Guard. If you think otherwise, report me. No problem. I guarantee you that SG support will agree with me.
PS. If you want to participate in SG giveaways, you must synchronize SG with Steam at least once a week. If there is information in the SG database,
if you have a AAA game, you cannot enter giveaways with this game. But if you have this game on Steam but you don't sync SG with Steam, you will still be able to enter giveaways with the AAA game. And users have a window of maximum one week in which they can actually (unconsciously) break the regulations of this website.
And that's why I want to personally verify whether the potential winner deserves to win.

But I didn't write that if someone has 2000+ games they can't join my giveaways! It's just that the last time I checked the library from profile of someone with that many games, Steam wasn't working. Therefore, in this case I would need to be added to my friends list and then I will check if the winner has the game in the Steam store on the "friends who own the game" page. And after verification, if the winner wants it, he will remove me from his friends list.

No we do not agree with you.
Maybe you have language barrier issues expressing what you actually mean - I don't know. What I am able to tell you is that
in the way that if you deem a winner "unworthy" of the win because they already own or won too many games and therefore want the giveaway rerolled to another winner, then we will deny that request based on the fact that we do neither police nor enforce custom rules. The only rules we care about are those of Steamgifts as outlined in the FAQ and Guidelines.
Of course you are free to not sent a user their win but then you will have to life with the "Not Received" feedback. Also, if we take notice that this happens on a regular basis then we may have to take action against such behavior of creating misleading giveaways where giveaways are created but no wins delivered regularly and on purpose.

Repeat this a second time. I have never rejected a winner because he has too many games. If you don't believe me, check it out for yourself. I think the Senior Moderator has this opportunity. I just want to check if the winner has already won the game before sending the key. And in a Steam profile it is almost impossible if a person has 2000+ games.
The point is to check whether a given person has this game. If she doesn't have it, she'll get the key, even if she had other 20,000 games on Steam.
