You might want to check about region restrictions then. Notably, nowadays Steam makes it pretty hard to send gifts from one continent to another.

Just to add to what DingDong2 stated, Steam restricts gifting to a region where the price difference is more than 10% what you pay. Assuming you are paying in Euro (one of the most expensive regions), then you would only have a problem if your winner is in Japan or Israel according to SteamDB.
Also note, support will not grant a re-roll if the region information is incorrect. You will have to request deletion or accept a 'Not Received'.
