All you have to do is look at the giveaway owners profile to see that they did a GTA give away once before and that it didn't work and that they were banned.

well the description is a copy/paste (2018 hasn't been a new year in 8 months) asking for Youtube subs and the previous GTAV GA that user ran a month ago was a fake (winner didn't receive the gift), user was suspended, so chances of winning are low for everyone I'd say)

Even if you report this, staff members won't do anything until the GA ends. If a week passes and he doesn't deliver the game, I guess he will get some sort of suspension (I'd think it would better to just ban him if he is -like you said- to be just trolling).
I guess reporting his Youtube channel (and downvoting all his videos) might do more harm, though.

Well downvoting would be the only thing that wouldn't be "wrong" to do. Reporting his youtube for no reason could be worse for you since there's nothing inappropriate (that I can tell) there.
