I of course haven't tested it, but I think the key won't activate in those countries, it was not a matter of "you can't receive a key", I'm pretty sure the message was "the key won't activate in your region", and I could check a few regions where the key wouldn't work, and those for sure included Argentina, Brazil and Bangladesh
