Package licenses are often not show correctly when you open from SG - if you suspect the Steam license is a pack-license; always use the Steam search function too. If it does not show up then you can be fairly certain it has been removed.

There are two different subs for this edition.
One is the pre-order (incl. Doom 64 and pre-order bonus) which you made the giveaway for. https://steamdb.info/sub/370451/apps/
The other is the regular one, which you linked to. https://steamdb.info/sub/370452/apps/

This might be a bug in SteamGifts, I don't know how to create a giveaway for the regular sub. But I guess in case of a sub, SteamGifts (and SGTools) won't check if the winner activated Doom 64 or not? So it probably won't matter.
