I'm not sure what happens if you add a game+DLC set to your library while owning the base game, but if you win the giveaway I'm sure you'll have the chance to find out by trying. There's no option to separate them in my inventory though.

There is no issue with Steam adding it to the base game. The reason people ask is because as a giveaway creator on SteamGifts, you have the right to refuse the winner if they already own the base game, which is why you would normally state in the giveaway description whether it is okay in advance, and otherwise the entrants will probably ask.

Today I bought it already having the base game, Steam warned me that it is not going to give me an extra copy of the game, only the dlc was going to give me.
