I did. Based on the practice, some of the keys of Metro games did not activate in Russia previously, despite nothing is said of such restrictions nor on HB, neither on SteamDB. I'm not saying it will not work, it's just a fair warning.
There are locked subs that much is correct. This one isn't one of those however. I agree though that lots of people won't be able to make that distinction themselves, and I don't blame them, but I think I know what I'm talking about. Your fair warning would potentially only cause confusion especially considering your rank. Now if what you have stated is in fact true then I would like to know more about it as that could then potentially impact all GA's made.
Unfortunately in current situation it's hard to find the latest status of the keys, especially if they were published earlier and later publisher decided to change their regional locks. This warning I left here on one sole purpose - if it happens that someone from RU/BY regions would win it and won't be able to activate it - at least you should know they must be telling the truth :o) Sorry if I got you confused with it, I just encountered a number of these (maybe not Metro: Exodus in particular, but similar to be sure) in the last months.
P.S. Let's just hope the winner will be from somewhere else :D I have left the giveaway to rise the chances of that.
I'm sorry to have to point this out but your logic is flawed. With you not entering the giveaway you increase the chances of someone of said region to win it unless your profile information is not accurate and you are from one of these regions yourself. Also, no they won't be telling the truth then since changes to the sub would appear on SteamDB as they seem to have permanent access to the token (by key activation) and can track such information just fine.
Edit: I had a friend confirm with someone from those regions that his (already used) key for this sub shows no locks whatsoever.
