it's not a bug, it's a missing feature from steam
you can get a PUBLIC list of APPS that a user owns, but not SUBS (multiple apps in one package) via API
https://api.steampowered.com/IPlayerService/GetOwnedGames/v1/?key=XXXXXXXXXXXXXXXXXXXXXXXXXX&steamid=00000000000000000
you can get a PRIVATE list of many things here https://store.steampowered.com/dynamicstore/userdata/ but it's only available to you
if you search for 312660 (Sniper Elite 4) you will find it in the list

The site uses the Steam API, so Valve would need to make the changes on Steam. If and when that's done it would make it so SG would recognize DLC as owned.

I've been playing Sniper Ghost Warrior 3 because I always got bored after a few hours and never played past the first few missions, but now I'm enjoying it. Anyway, the lack of good killcams made me want to go back to this game, that I liked but also never finished. So... thanks for the chance!
