if u don't send it to the winner even if they don't play it you can get banned on here because you didn't send the person the gift.
thought i would tell you since u said "i wont send this game to winner like him"
a lot of people get games they want and cant run them on there computer that might of been a problem with that person.
and its up to them what they do with the game as long as they don't trade it.

Yep, you can't just choose not to give it to him and create a new giveaway, you should've opened a Support ticket. That account certainly does look like a coal farming alternate [1 recommendation, 10+ games on his wish list, Holiday Sale group, f2p games with almost only those achievements...], though.
There's still plenty of time, ask the mods to delete your first one, given that winner I sure hope they'll understand.
