Can I join if I own only the base game? (my brother love civ III, he said he will play civ V only with all dlcs, he wants to do all achievements).

Will it go on your account or his? Your brother would have to enter if he's the one that will be receiving it per the site's rules. This one also doesn't have all of the DLCs, it's missing Gods and Kings. You'll want to get the Complete Edition to get all of the DLCs.

Reading up on it more this one doesn't include Brave New World either, so you'd be better off just buying the complete edition in a sale.

I own the base game only as well, and wanted to know about joining. I tried checking up what DLC this includes, but the link to steam doesn't work, and steamdb doesn't recognise it either :(...can you tell?

There are no major expansions like Gods and Kings or Brave New World included. This just includes the minor DLCs that came out for the game. A Google search for the GOTY edition can show you what the DLCs are. Honestly you're going to want the complete edition if you already have the base game though.
