Yes is against rules saying this, IN CASE he deletes the giveaway or not delivers game to the winner you must report him, but not calling out, in bad case I suggest reporting him to IndieGala too so they can see what he did to gain votes.
it's better to check steam profile and report the giveaway instead of saying that is fake , i got 2 days suspended for that also ( i didin't know ).
Most peoples are really dumb and they never verify the steam profile even if they just need to click on his name , he got 16 games and none of the giveaway he made are on his inventory nor steam profile.
Do not call out submitters in giveaways. Please click the report button or submit a ticket, do not comment on the giveaway claiming the giveaway to be fake.
