Because it counts towards your level of how much you gave away, allowing you access higher levels that people put as a way to reward gifting. Its against the rules actually

LEGO: The Hobbit is on SteamGifts no-value list. Which means it doesn't give contribution value, and doesn't count towards level. You can check it by trying to make giveaway - it's marked with two asterisks which means No value towards your contributor level.. More detailed information about levels can be found in site FAQ, including example how CV is calculated.
Since this announcement It's not against the rules to make giveaways for games that are currently in promotions.
I hope it clarified a bit issue of free games, that can be given away on SteamGifts.
