I agree with what you're saying, though I personally reach out to devs for giveaways only. I make it clear that I'm just doing promotional content in the form of giveaways on SteamGifts for their title.

There are occasions when they ask or require me to give a review or curator review in exchange (and I do comply), though in most cases, they send me keys, I send them details, and that's how things start.

I've actually only ever received three or four games via curator connect, and they don't come in the form of keys, they are just added to your account after accepting them, so I have never actually created a giveaway for any of them.

In this situation, I asked the dev in English, if they'd be interested in setting up a giveaway with their title, and they just sent me keys in response, I assumed that was a "yes".

Curator reviews do not appear amongst user reviews. Hell, unless you follow a curator, they don't show up at all on the store page (well, you can look at them via another click).
