For future reference - it's like this for all packs on Steam, and it has to do with how Steam handles ownership of games/DLC/add-ons.
I own everything in this pack, but not the pack itself. Meaning, I have gotten the game as the base game, then the Enhanced upgrade and the 2 DLC's.
But Steam still doesn't see that as me owning the pack (even though I own everything in it) because Steam does not "look" at what games/DLC's you own, it "looks" at what licences you own.

So I own the licence for:
Metro Exodus - Base edition
Metro Exodus - Enhanced upgrade
Metro Exodus DLC - The Two Colonels
Metro Exodus DLC - Sam's Story.
Which makes up the Gold Edition.
But I don't own the licence for the Gold Edition, so therefore Steam returns not-owned result for this GA, and those of us in this position can therefore enter your GA.

When giving away packs, always always always check winner before sending key.
And for those of you that find packs like this where you own everything in it: Press the little eye to hide the GA for yourself in the future.

Looking at this due to an unrelated other case I've checked and interestingly Steam API reports the Gold Edition as owned for your account. It would be interesting to see if it would still be like that would you miss one app that is part of the sub. I've checked a Steam friend where API also reports that they own the Gold Edition, yet it would still be possible to gift it to them (with the remark no extra copy for the base game is given as that is already owned and I don't know if they actually own that license or not, I couldn't ask, yet).
So I wonder if that's actually an issue with Steam API, that on one side ownership is recognized while on another it's not.

Can you check some other pack to see if it yields the same result?
Perhaps it is simply a Metro Exodus Gold Pack Issue, that this particular pack has its own listing, but not a separate licence, it's just a gathering of individual licences?
You know, like when you buy a pack from for example Fanatical, sometimes the pack key is one key only which gives you everything at once, and sometimes it's individual keys for individual parts?

Sure, which package do you not have a license for but own all parts of that I could check? Though I've seen similar API reports before so either that was by happenstance or is generally how Steam API handles these packages.

Oh, there's a question... Hahahaha, I'm not sure wich ones were purchased as parts - my backlog is too large...
Finding all such would take some time, maybe a tad more I'm willing to spend today (as a quick Steam search only shows bundles I do own the licence for...).
