I assume you are intending to provide a Steam gift to the winner since there are no Steam keys available for GTAV? In that case you need to be aware that you cannot gift to a region where the price differs by more than 10%. Assuming you are buying from Turkey then you will not be able to gift to most regions.

Your best option would be to delete this giveaway, and recreate it as a "region restricted" giveaway (easiest to restrict to your own region, or look at SteamDB for prices across regions.
