you can't gift only this with url if you get it with frozen synapse bundle with paying 5$, so I gift only the keys that I haven't gived to my friends. If isn't true tell me how to do it :(

Yes, but the Humbles are different.

Humble Bundles

Do not publicly submit Humble Bundles or games from them while they are being sold.
When you submit a Humble Bundle, it is only acceptable to have an unactivated gift URL to provide to the winner. People giving away steam keys and the like will be warned, have their giveaways removed, and if they continue, will be banned.

Why we can't gift the unused and legally purchased keys? So maybe my gift will be removed for this reason?

And why only with humble? If we can't with humble I think you will change the rules and remove the possibility to gift ALL cdkeys and allow only steam giftable game (or maybe also retail with photo proof). It isn't acceptable, IMFO..
